Commercial Rent Stabilization Act (CRSA) also referred to as Intro. 93
The proposed legislation would establish a system of commercial rent registration and regulation applicable to retail stores of 10,000 square feet or less, manufacturing establishments of 25,000 square feet or less, and professional, services or other offices of 10,000 square feet or less. An alternative is the Job Survival Act. The most vital factor was that the Jobs Survival Act gave commercial tenants the right to renew long-term, 10-year leases. Many small business owners told a reporter at The Village Sun that this was the most critical need because this right would open the door for the first time to negotiate equally with their landlord the terms of the lease. Without this essential right, the landlord still had total control of the commercial lease renewal process. Without this right, all negotiating in good faith ended and the landlord would tell their commercial tenant, “This is what I want — take it or leave.”
The Village Sun reports that while the CRSA addresses only the limitation of rent increases, it grants complete control over all other lease terms to the landlords.
